近日,在重慶江津雙福農貿城充電站遷建現場,幾名供電員工正冒著高溫,檢查澆筑的混凝土基礎和一、二次電纜敷設情況等,做好充電樁遷移安裝準備,為9月上旬按期開門運營而忙碌。
自(zi)7月1日以(yi)來,國(guo)(guo)網重(zhong)(zhong)慶市電力公(gong)(gong)司(si)落實(shi)國(guo)(guo)家電網公(gong)(gong)司(si)“高質量(liang)提升年”工(gong)作部署,以(yi)“經(jing)營(ying)減虧、提質增效”為(wei)原則(ze),編制了充電樁委托(tuo)(tuo)經(jing)營(ying)工(gong)作方案,將充電樁委托(tuo)(tuo)給重(zhong)(zhong)慶電動(dong)汽(qi)車服(fu)務有(you)限公(gong)(gong)司(si)運營(ying),并指導實(shi)施“一(yi)站(zhan)(zhan)一(yi)策”治理,提升充電樁使用率和充電量(liang)。同時,該公(gong)(gong)司(si)細(xi)化充電站(zhan)(zhan)現場運維(wei)(wei)分級劃分,差異化制定巡視、檢修和故障處理要求,按照(zhao)“統(tong)一(yi)管(guan)理、統(tong)一(yi)維(wei)(wei)修”等方式(shi)開展備品(pin)備件管(guan)理,降(jiang)低運維(wei)(wei)成本,充電樁委托(tuo)(tuo)經(jing)營(ying)成效初顯。
實(shi)施“一站一策”治理提(ti)升充電樁(zhuang)使用(yong)率
充電站好比(bi)加(jia)油站,就近、方便(bian),靠(kao)近用(yong)戶(hu)中心(xin)尤為重要,這就對站點選址提出了更高要求。
江(jiang)津雙福農貿(mao)城(cheng)充(chong)電(dian)(dian)(dian)站(zhan)原址位于農貿(mao)城(cheng)內,占地面積約280平方米,建有8個直流快速充(chong)電(dian)(dian)(dian)樁,自2016年建成(cheng)后(hou),前來充(chong)電(dian)(dian)(dian)的電(dian)(dian)(dian)動車比較穩定,每月充(chong)電(dian)(dian)(dian)量超(chao)過3萬千瓦(wa)時。
而到了2019年底,該(gai)充電(dian)站場地租(zu)賃合同(tong)到期后,租(zu)賃方和承租(zu)方因租(zu)賃費(fei)用未達成一致,使(shi)該(gai)充電(dian)站經營逐漸(jian)陷入困境(jing)。
“農貿城管理(li)方(fang)提出高于當地數倍(bei)的租賃(lin)費用,雙方(fang)多次協商無果。”重慶江津區供(gong)電(dian)公司(si)營銷部專責馮毅介紹,因場地租賃(lin)未能續(xu)約(yue),農貿城管理(li)方(fang)阻撓電(dian)動汽車進(jin)站(zhan)(zhan)充(chong)電(dian),并在(zai)充(chong)電(dian)站(zhan)(zhan)進(jin)站(zhan)(zhan)路(lu)口澆筑了水泥樁(zhuang),該充(chong)電(dian)站(zhan)(zhan)被迫停運(yun)。
7月(yue)上旬,江(jiang)津區供電公(gong)司經(jing)考(kao)察后,決(jue)定將充電站(zhan)搬遷至(zhi)2千米(mi)外的新址,場地租(zu)賃(lin)費用(yong)每年5萬元,對(dui)前來充電的電動(dong)汽車(che)(che)車(che)(che)主影響不大。
“我們都(dou)盼(pan)著充(chong)電(dian)站早點(dian)營業(ye),這(zhe)樣我們充(chong)電(dian)也(ye)方便。”居(ju)住在江津雙福街(jie)道的市(shi)民吳東說。他(ta)家有(you)一輛電(dian)動汽車,前段時間充(chong)電(dian)站受阻(zu)不能充(chong)電(dian)后(hou),只(zhi)能到20多千(qian)米外的其他(ta)充(chong)電(dian)站充(chong)電(dian),增加了充(chong)電(dian)成(cheng)本(ben)和時間。
江津雙福(fu)農貿城充(chong)(chong)電(dian)(dian)(dian)(dian)(dian)(dian)站(zhan)遷建僅是國(guo)網重慶電(dian)(dian)(dian)(dian)(dian)(dian)力(li)實施充(chong)(chong)電(dian)(dian)(dian)(dian)(dian)(dian)站(zhan)“一站(zhan)一策”治理(li)的案例(li)之一。自充(chong)(chong)電(dian)(dian)(dian)(dian)(dian)(dian)樁委托運營后,國(guo)網重慶電(dian)(dian)(dian)(dian)(dian)(dian)力(li)圍繞提升充(chong)(chong)電(dian)(dian)(dian)(dian)(dian)(dian)效(xiao)率(lv)效(xiao)益,充(chong)(chong)分(fen)發(fa)揮重慶電(dian)(dian)(dian)(dian)(dian)(dian)動汽車(che)公司(si)市場化靈活(huo)優勢,持續開展與T3出行、曹操專車(che)等(deng)充(chong)(chong)電(dian)(dian)(dian)(dian)(dian)(dian)大(da)客(ke)戶的合作(zuo),深入分(fen)析(xi)充(chong)(chong)電(dian)(dian)(dian)(dian)(dian)(dian)站(zhan)零電(dian)(dian)(dian)(dian)(dian)(dian)量、低電(dian)(dian)(dian)(dian)(dian)(dian)量原因,編制“一站(zhan)一策”治理(li)方案,對使(shi)用率(lv)較低的充(chong)(chong)電(dian)(dian)(dian)(dian)(dian)(dian)站(zhan)采取搬(ban)遷、交流慢充(chong)(chong)改造(zao)為直流快(kuai)充(chong)(chong)等(deng)措施,提升充(chong)(chong)電(dian)(dian)(dian)(dian)(dian)(dian)樁使(shi)用率(lv)和充(chong)(chong)電(dian)(dian)(dian)(dian)(dian)(dian)量。
統(tong)計(ji)數據顯示,7月,委托(tuo)重(zhong)慶電(dian)(dian)動汽車公司運營的399個充電(dian)(dian)站1790個充電(dian)(dian)樁的充電(dian)(dian)量(liang)環比提升(sheng)10.6%,實施“一站一策(ce)”治(zhi)理的成(cheng)效(xiao)明顯。
細(xi)化運(yun)(yun)維分(fen)級劃分(fen)降(jiang)低運(yun)(yun)維搶修成本
在充電(dian)(dian)樁(zhuang)運營中(zhong),降低運維搶修(xiu)成(cheng)本是充電(dian)(dian)站(zhan)(zhan)減虧增效的有效途徑。8月28日(ri),重慶帕(pa)美(mei)來(lai)科技有限公司兩(liang)名員工驅(qu)車一個多小時,來(lai)到(dao)北碚區(qu)金刀(dao)峽(xia)景(jing)區(qu)充電(dian)(dian)站(zhan)(zhan),巡(xun)視(shi)站(zhan)(zhan)內設(she)備,查看(kan)充電(dian)(dian)樁(zhuang)運行(xing)(xing)有無異常,清潔充電(dian)(dian)站(zhan)(zhan)、樁(zhuang)。這是間隔一個星期后,該公司對該充電(dian)(dian)站(zhan)(zhan)進行(xing)(xing)的例行(xing)(xing)巡(xun)視(shi)。
重(zhong)慶帕美(mei)來科技有限公(gong)司是(shi)重(zhong)慶電動汽車公(gong)司充(chong)電站(zhan)的(de)委托(tuo)運維單位,負(fu)責(ze)重(zhong)慶主(zhu)城11個(ge)區縣的(de)充(chong)電站(zhan)運維和故障搶修處理(li)。
“我們根據電(dian)力(li)公司的充(chong)(chong)電(dian)站運(yun)維(wei)分(fen)級(ji)方案,對區域內的充(chong)(chong)電(dian)站進行(xing)分(fen)析(xi)和細化分(fen)級(ji),運(yun)維(wei)成本(ben)節省了不少。”重(zhong)慶帕美來(lai)科技(ji)公司負(fu)責人(ren)于海(hai)斌介紹說。該公司根據充(chong)(chong)電(dian)站空間距離、使用(yong)率等指標(biao),將充(chong)(chong)電(dian)站細分(fen)為三級(ji),在不影(ying)響用(yong)戶使用(yong)度的前提下,延(yan)長(chang)巡視周期,降低人(ren)工和車輛運(yun)行(xing)成本(ben)。
分級運(yun)維實施一(yi)個月(yue)后,降本(ben)增效(xiao)成效(xiao)顯著(zhu)。“像偏遠(yuan)的充電站,巡視運(yun)維費用(yong)減少(shao)一(yi)大半。”于海斌說,部分充電站空間距離遠(yuan),且使(shi)用(yong)率不高,以前(qian)每周(zhou)(zhou)至少(shao)要去(qu)巡視一(yi)次;現在細化(hua)分級后,對三(san)級充電站間隔一(yi)周(zhou)(zhou)巡視,巡視周(zhou)(zhou)期(qi)延長一(yi)倍,運(yun)維成本(ben)就(jiu)下來(lai)了。
重慶電(dian)(dian)動汽車公司按充電(dian)(dian)站類型、充電(dian)(dian)頻次(ci)、利(li)用(yong)率(lv)等因(yin)素(su),細化(hua)充電(dian)(dian)站現(xian)場運維分(fen)級劃分(fen),分(fen)為一(yi)級充電(dian)(dian)站67個、二級充電(dian)(dian)站109個、三級充電(dian)(dian)站223個,同(tong)時明確(que)(que)了巡(xun)視、月度檢修、故障處理時限要求,確(que)(que)保巡(xun)視周(zhou)期延長,運營服(fu)務(wu)不打折,并按照“統(tong)(tong)一(yi)管理、統(tong)(tong)一(yi)維修”方式開展備(bei)品備(bei)件(jian)管理,降低(di)自身運維成本超過50%。
“委托重慶(qing)電動(dong)汽車公司(si)(si)(si)經營后,我們不再承擔場地租賃費(fei)和(he)運(yun)維費(fei)用。”國網重慶(qing)電力營銷部智電處(chu)(chu)副處(chu)(chu)長(chang)龍方家介紹,重慶(qing)電動(dong)汽車公司(si)(si)(si)獨享增值服(fu)務(wu)所有收益,并按照一定比例與國網重慶(qing)市電力公司(si)(si)(si)分成服(fu)務(wu)費(fei)和(he)補(bu)貼,預計下半年充電量完成2000萬千瓦時(shi),實(shi)現充電量與經營收益雙提升。
