據國(guo)(guo)家(jia)發改委網站3月(yue)1日(ri)消息,國(guo)(guo)家(jia)發展改革委、國(guo)(guo)家(jia)能源局日(ri)前發布(bu)《關于新形(xing)勢下配電網高質量發展的指(zhi)導(dao)意見(jian)》(以下簡稱(cheng)《指(zhi)導(dao)意見(jian)》)。

《指導(dao)意見(jian)》提(ti)出發展目標:到2025年,配(pei)電網(wang)網(wang)架結構(gou)更加堅強(qiang)清晰,供配(pei)電能(neng)力合理充裕;配(pei)電網(wang)承載(zai)力和(he)靈活(huo)性顯著提(ti)升,具(ju)備(bei)5億千瓦左右分布式新能源、1200萬臺左右充電樁接入能力;有源配電網與大電網兼容并蓄,配電網數字化轉型全面推進,開放共享系統逐步形成,支撐多元創新發展;智慧調控運行體系加快升級,在具備條件地區推廣車網協調互動和構網型新能源、構網型儲能等新技術。
到2030年,基本完成配電網柔性化、智能化、數字化轉型,實現主配微網多級協同、海量資源聚合互動、多元用戶即插即用,有效促進分布式智能電網與大電網融合發展,較好滿足分布式電源、新型儲能及各類新業態發展需求,為建成覆蓋廣泛、規模適度、結構合理、功能完善的高質量充電基礎設施體系提供有力支撐,以高水平電氣化推動實現非化石能源消費目標。

網(wang)(wang)(wang),持續加大(da)(da)邊遠地(di)區(qu)、脫(tuo)貧地(di)區(qu)、革命老區(qu)農(nong)村(cun)(cun)電(dian)(dian)網(wang)(wang)(wang)建設力度(du)。科學補(bu)強(qiang)薄弱環節,系(xi)統梳理(li)形成(cheng)供(gong)電(dian)(dian)方向(xiang)單一的縣(xian)域配電(dian)(dian)網(wang)(wang)(wang)清單,有針對性開展供(gong)電(dian)(dian)可靠性提(ti)升改造。常態化(hua)監(jian)測(ce)摸排主(配)變重(zhong)滿(man)載、線路(lu)重(zhong)過載、電(dian)(dian)壓越限等問題(ti),提(ti)出針對性解(jie)決方案,消除供(gong)電(dian)(dian)卡口。在有條(tiao)件的地(di)區(qu),結(jie)(jie)合(he)技術經濟比較,開展交直流混合配電網、柔性互聯等新(xin)技術應用(yong),探索采用(yong)配電網(wang)高可靠性接線方式。(二)提(ti)高(gao)裝備(bei)(bei)能效和(he)(he)智能化(hua)水(shui)(shui)平(ping)。加快(kuai)老舊和(he)(he)高(gao)耗能設(she)備(bei)(bei)設(she)施(shi)更(geng)新改造,改造后須達(da)到(dao)能效節能水(shui)(shui)平(ping),并力爭達(da)到(dao)能效先進(jin)水(shui)(shui)平(ping)。2025年(nian)(nian)(nian),電網(wang)(wang)企業(ye)全(quan)面(mian)淘汰S7(含S8)型(xing)(xing)和(he)(he)運(yun)(yun)行(xing)年(nian)(nian)(nian)限超25年(nian)(nian)(nian)且能效達(da)不到(dao)準入水(shui)(shui)平(ping)的(de)配(pei)電變壓(ya)器(qi)(qi),全(quan)社會在運(yun)(yun)能效節能水(shui)(shui)平(ping)及以上變壓(ya)器(qi)(qi)占比較2021年(nian)(nian)(nian)提(ti)高(gao)超過10個百(bai)分點。持續推(tui)進(jin)設(she)備(bei)(bei)標準化(hua)建(jian)設(she),全(quan)面(mian)應(ying)用典型(xing)(xing)設(she)計和(he)(he)標準物料,積極推(tui)廣高(gao)可(ke)靠(kao)、一(yi)體化(hua)、低能耗、環(huan)保型(xing)(xing)、一(yi)二次融合(he)設(she)備(bei)(bei)。進(jin)一(yi)步拓展網(wang)(wang)絡通(tong)信、大數(shu)(shu)據(ju)、自動控(kong)制(zhi)(zhi)(zhi)等(deng)技術(shu)(shu)的(de)應(ying)用范圍,持續提(ti)升配(pei)電自動化(hua)有效覆蓋率,逐步提(ti)升負荷(he)控(kong)制(zhi)(zhi)(zhi)能力。合(he)理配(pei)置監測(ce)終端(duan)、無人巡檢終端(duan)、帶電作(zuo)業(ye)機器(qi)(qi)人等(deng)設(she)施(shi)設(she)備(bei)(bei),加快(kuai)設(she)備(bei)(bei)狀(zhuang)態智能監測(ce)分析、電網(wang)(wang)災(zai)害智能感(gan)知等(deng)技術(shu)(shu)應(ying)用。創新應(ying)用數(shu)(shu)字化(hua)技術(shu)(shu),加強配(pei)電網(wang)(wang)層面(mian)源網(wang)(wang)荷(he)儲(chu)協同調控(kong)。挖掘電力數(shu)(shu)據(ju)價值(zhi),促(cu)進(jin)電網(wang)(wang)數(shu)(shu)字技術(shu)(shu)與實體經濟深度融合(he)。建(jian)立健全(quan)數(shu)(shu)據(ju)安全(quan)管理制(zhi)(zhi)(zhi)度,采取相應(ying)的(de)技術(shu)(shu)措施(shi)保障(zhang)數(shu)(shu)據(ju)安全(quan)。(三)強(qiang)化應(ying)(ying)急保障(zhang)能(neng)力建(jian)設(she)。合理提高核心(xin)區(qu)域和(he)重要用(yong)戶(hu)的相(xiang)關線路、變(bian)電(dian)(dian)站建(jian)設(she)標準,推進本地(di)(di)應(ying)(ying)急保障(zhang)電(dian)(dian)源(yuan)建(jian)設(she),統籌調配(pei)(pei)使用(yong)移動(dong)應(ying)(ying)急電(dian)(dian)源(yuan),重要用(yong)戶(hu)應(ying)(ying)按要求(qiu)配(pei)(pei)置(zhi)自(zi)備應(ying)(ying)急電(dian)(dian)源(yuan),提升極端(duan)狀態下重點地(di)(di)區(qu)、重點部(bu)位、重要用(yong)戶(hu)的電(dian)(dian)力供應(ying)(ying)保障(zhang)能(neng)力。提升電(dian)(dian)網綜合防災(zai)能(neng)力,加強(qiang)對(dui)雨雪冰凍氣象(xiang)變(bian)化規律的研究,加快修訂完善臺風(feng)、凍雨覆(fu)冰、大風(feng)舞動(dong)災(zai)害的區(qu)域分布圖,差(cha)異化提高局部(bu)規劃(hua)設(she)計和(he)災(zai)害防控標準,增強(qiang)防范應(ying)(ying)對(dui)自(zi)然災(zai)害的能(neng)力,推進不符合要求(qiu)的既有地(di)(di)下配(pei)(pei)電(dian)(dian)設(she)施向地(di)(di)面遷(qian)移或(huo)實(shi)施防澇改造,防范森林(lin)草原火災(zai)和(he)人身觸電(dian)(dian)事故。三、提升(sheng)承載能力,支(zhi)撐(cheng)轉(zhuan)型發展(一)滿足大規模分布式新(xin)(xin)能(neng)源(yuan)接(jie)(jie)網需求。結合分布式新(xin)(xin)能(neng)源(yuan)發(fa)展(zhan)目(mu)標,有(you)針對性加強配(pei)電網建(jian)設(she),配(pei)套完善電網穩(wen)定運行手段,保障電能(neng)質量。統籌配(pei)電網容量、負(fu)荷增長及調節資源(yuan),系統開(kai)展(zhan)新(xin)(xin)能(neng)源(yuan)接(jie)(jie)網影響分析(xi),評(ping)估(gu)配(pei)電網承(cheng)載能(neng)力,建(jian)立可(ke)承(cheng)載新(xin)(xin)能(neng)源(yuan)規模的發(fa)布和預警機制,引導分布式新(xin)(xin)能(neng)源(yuan)科學布局、有(you)序開(kai)發(fa)、就(jiu)近接(jie)(jie)入(ru)、就(jiu)地消納。(二)滿足(zu)大規模(mo)電(dian)(dian)(dian)動汽車等(deng)新型(xing)負(fu)(fu)荷(he)用電(dian)(dian)(dian)需求。開展不(bu)同場(chang)景(jing)下電(dian)(dian)(dian)動汽車充(chong)(chong)電(dian)(dian)(dian)負(fu)(fu)荷(he)密度分析,建立(li)配電(dian)(dian)(dian)網可(ke)接(jie)入電(dian)(dian)(dian)動汽車充(chong)(chong)電(dian)(dian)(dian)設(she)(she)施(shi)(shi)(shi)(shi)容量的(de)(de)信息發布(bu)機制,引(yin)導充(chong)(chong)電(dian)(dian)(dian)設(she)(she)施(shi)(shi)(shi)(shi)合理(li)分層接(jie)入中(zhong)低壓配電(dian)(dian)(dian)網。加(jia)強雙向互動和條件匹配分析,科學銜接(jie)充(chong)(chong)電(dian)(dian)(dian)設(she)(she)施(shi)(shi)(shi)(shi)點(dian)位布(bu)局(ju)(ju)和配電(dian)(dian)(dian)網建設(she)(she)改造(zao)工(gong)程,助力(li)構建城市面(mian)狀(zhuang)、公路線(xian)狀(zhuang)、鄉(xiang)村點(dian)狀(zhuang)布(bu)局(ju)(ju)的(de)(de)電(dian)(dian)(dian)動汽車充(chong)(chong)電(dian)(dian)(dian)基礎設(she)(she)施(shi)(shi)(shi)(shi)網絡。結合負(fu)(fu)荷(he)特性分析,有序安排配電(dian)(dian)(dian)網升級改造(zao),滿足(zu)電(dian)(dian)(dian)采暖(nuan)、電(dian)(dian)(dian)鍋爐、港口岸電(dian)(dian)(dian)等(deng)電(dian)(dian)(dian)能替(ti)代設(she)(she)施(shi)(shi)(shi)(shi)用電(dian)(dian)(dian)需求。(三)推動新型儲能(neng)(neng)(neng)(neng)多元發(fa)展(zhan)(zhan)。基于電(dian)力系統(tong)調節(jie)能(neng)(neng)(neng)(neng)力分析,根(gen)據不同應(ying)(ying)用(yong)場景(jing),科學(xue)安(an)排新型儲能(neng)(neng)(neng)(neng)發(fa)展(zhan)(zhan)規模(mo)。引導分布(bu)(bu)式(shi)新能(neng)(neng)(neng)(neng)源根(gen)據自身運行需要合理配建(jian)新型儲能(neng)(neng)(neng)(neng)或通過共享模(mo)式(shi)配置新型儲能(neng)(neng)(neng)(neng),提(ti)升新能(neng)(neng)(neng)(neng)源可靠替(ti)代能(neng)(neng)(neng)(neng)力,促進新能(neng)(neng)(neng)(neng)源消納。在電(dian)網(wang)關鍵節(jie)點、電(dian)網(wang)末端科學(xue)布(bu)(bu)局新型儲能(neng)(neng)(neng)(neng),提(ti)高電(dian)網(wang)靈活(huo)調節(jie)能(neng)(neng)(neng)(neng)力和穩定運行水(shui)平。支持用(yong)戶側儲能(neng)(neng)(neng)(n
